external toolchain: check BR2_INSTALL_LIBSTDCPP

Verify that the value of BR2_INSTALL_LIBSTDCPP set by the user in the
Buildroot configuration really matches the external toolchain
capabilities by checking that a C++ cross-compiler is available.
