ccache: expose control interface via 'make ccache-options'

usage:
	# set cache limit size
	make CCACHE_OPTIONS="--max-size=5G" ccache-options

	# zero statistics counters
	make CCACHE_OPTIONS="--zero-stats" ccache-options
