rump_fs: Transition to new API

The rump libraries and the rump_fs component are now conform to the new base
API. Also the I/O back end should be running stable now.

Move repositories to 'repos/' subdirectory
...
This patch changes the top-level directory layout as a preparatory
step for improving the tools for managing 3rd-party source codes.
The rationale is described in the issue referenced below.
