stdcxx: re-enable _GLIBCXX_USE_C99_STDINT_TR1
The option was enabled until version 4.8 and is needed by
std::lock_guard at least.

libc: provide C99 API functions
At least stdcxx needs some C99 functions and depends on _GLIBCXX_USE_C99
for C++11 compatibility.
