ports: Global variables for integrity check
Add global variables to the signature and hash verification tool to
ports/Makefile for use in the individual make templates.

prepare: Serialize preparation in Makefile
Any recursively invoked `make' command will still be run in parallel
(unless its makefile contains .NOTPARALLEL).
