base-linux: add ARM support

This patch introduces a new platform 'linux_arm' for building and running
Genode/Linux on an ARM device.

Known limitations:

- libc 'setjmp()'/'longjmp()' doesn't currently save/restore floating
  point registers

Fixes #746.
